Capacity Building Programs

We have evaluated over 55 capacity building programs.

We have conducted several capacity building evaluations for the Abyssinian Development Corporation, the International Center for Journalists, the O’Neill Foundation, and the Rapides Foundation. In addition, we have also worked on capacity building with the Alliance for Building Capacity, American Public Media, Asian Services in Action, the Aspen Institute, the California Wellness Foundation, Common Cents, the Community Coalition Partnership Program for the Centers for Disease Control and Prevention, Esperanza Inc, Girls Inc, the Heckscher Foundation for Children, KidsHealth 2020, Leadership Enterprise for a Diverse America, Maine Family Planning, the Marin Community Foundation, MATRIX, the McCormick Foundation, the Memphis Child Advocacy Center, the Obici Health Care Foundation, the Partnership for the Homeless, and United Way.

A few select recent or key capacity building projects include:

American Association of School Administrators

The American Association of School Administrators, with support of the CDC, is helping schools create and implement comprehensive school health plans through advocacy, training, and strategic planning. Philliber is documenting the progress of the initiative and the strategies being used for advocacy.

Black Women’s Blueprint

Black Women’s Blueprint worked to document the prevalence of sexual violence among black women. Philliber assisted in increasing the capacity of the organization to gather and analyze the data to document that prevalence.

Boys & Girls Harbor

Boys & Girls Harbor in Harlem, NY provides three educational programs to nearly 1,000 youth from low socio-economic backgrounds each year. These youth range in age from pre-K through high school. Philliber conducted a capacity building project involving the creation of program logic models, success metrics, and a customized online database and dashboard to summarize key indicators in real time and allow staff to see results by individual, subgroup, or program.

Stronger Together, Planned Parenthood of the Great Northwest and Hawaiian Islands

Stronger Together is a teen pregnancy prevention program providing capacity building assistance to youth serving organizations replicating evidence-based programs. Two Northwest Coalition of Adolescent Health partners, Planned Parenthood of the Great Northwest and Hawaiian Islands and Planned Parenthood Columbia Willamette, have provided capacity building assistance with eleven high risk youth serving organizations in three states. These organizations were selected for participation after completing a readiness assessment process. Two additional organizations completed the readiness assessment process but were not selected. Philliber is conducting an implementation study of this program.

Technical Assistance with Northeast Rural Counties, First 5 Association

The FIRST 5 Association of California works to improve the lives of California’s youngest children and their families through an effective, coordinated, and inclusive implementation of the California Children and Families Act at the local and state levels. Philliber assessed the evaluation capacity of eleven northeast regional First 5 counties to collect, analyze, and report on process and outcome data. Philliber provided personalized technical assistance to develop evaluation capacity and developed tools to facilitate cross-county data collection and reporting.

The Multi-Service Agency Initiative, The Hartford Foundation for Public Giving

The Multi-Service Agency Initiative of the Hartford Foundation for Public Giving was a 12-agency program to improve capacity in a variety of areas including management, board development, evaluation, IT, and marketing. Philliber tracked each agency’s progress in these areas and created regular reports on their achievements and sustainability.

Women’s Sports Foundation

Women’s Sports Foundation works to equalize access to sports for women and girls. The regional project is a capacity building initiative in Western New York and Southeast Michigan. For this evaluation Philliber administers capacity building assessment tools, as well as the Youth Athletic Fitness Survey and program leaders’ surveys.
